Escrivá Belmonte José Luis

Minister of Inclusion, Social Security, and Migrations

José Luis Escrivá has been the Minister of Inclusion, Social Security, and Migrations since January 13, 2020.

He was the first President of the Independent Authority for Fiscal Responsibility from March 2014 until his appointment as minister. Additionally, from November 2015 to November 2019, he served as the President of the Network of Independent Fiscal Institutions of the European Union.

He began his career at the Bank of Spain, where he held various positions in the Economic Research Department. He later continued his career in Europe, actively participating in the monetary integration process from 1993 as an advisor to the European Monetary Institute. With the establishment of the Monetary Union, he was appointed Head of the Monetary Policy Division at the European Central Bank in Frankfurt. Between 2012 and 2014, he served as the Director for the Americas at the Bank for International Settlements in Basel.

From 2004 to 2012, he worked at BBVA Group, first as Chief Economist and Director of the Economic Research Department, and from 2010 onwards, as Managing Director of the Public Finance Area.

He holds a Bachelor's degree in Economics from the Complutense University of Madrid (UCM), with an outstanding achievement award, and has completed postgraduate studies in Economic Analysis at UCM and in Econometrics at the Bank of Spain. Throughout his career, he has published numerous articles and research papers, primarily on financial and monetary matters.
