Teresa Udaondo is Deputy Director-General in the Directorate-General for Management and Coordination of Migratory Flows, in the Ministry of Inclusion, Social Security and Migration. She is in charge of the coordination of immigration procedures in Spain, and the management of the circular migration programmes between Spain and other countries.

She is a civil servant, and has previously occupied different positions in the field of migratory flows: in the Ministry of Science, Innovation and Universities as Senior Advisor; as Head of the Vocational Education Unit in the Spanish Erasmus+ National Agency; as Institutional Relations Advisor on the Internationalization of Spanish Universities; and Advisor on International Cooperation in the Ministry of Education.
